Rajesh Shah
Chairman
Rajesh Shah brings 30+ years of experience as a technology industry, including advising dozens of Tribal 8(a)s through the full business lifecycle. Armed with an MBA in Corporate Finance from Golden Gate University and a Bachelor’s in Industrial and Systems Engineering from San Jose State, he brings entrepreneurial focus and hands-on operational expertise. His career spans strategic leadership, operational execution, and business development, driving growth and success across diverse organizations.
John Shoraka
CEO
As CEO, John Shoraka brings decades of experience in federal contracting and small business development. Previously, he served as Associate Administrator of Government Contracting and Business Development at the SBA, overseeing programs like 8(a), HUBZone, and WOSB while working closely with federal procurement leaders. He has guided small businesses through government contracting challenges, from compliance to financing. With a background spanning both public and private sectors, John combines regulatory insight with a commitment to expanding opportunities for small businesses in the federal marketplace.

Chief Growth Officer + President Business Development SBU
As Chief Growth Officer, John Cook brings 28 years of expertise in government contracting, specializing in growth strategies for Tribal 8(a) organizations and small businesses. Previously the CEO of Strategic Growth Advisors, he has led startups, joint ventures, and established companies to achieve substantial revenue growth. John’s experience includes driving expansion through strategic partnerships, mergers, and acquisitions, equipping businesses with the tools to scale effectively.
Himanshu Shah
Chief Operating Officer + President Back Office Support SBU
As COO, Himanshu brings together a unique blend of hands-on operational experience that drives growth, efficiency, and innovation for Government Contractors. With 20 years of demonstrated experience in building and scaling companies & degrees in Economics and Business Administration from UC Berkeley, Himanshu remains passionate about helping Clients simplify their complex operations into a powerful foundation & scalable growth engine.
Pami Shah
Chief Financial Officer
As CFO, Pami brings over 15 years of expertise in accounting and finance, with a specialized focus on 8(a) companies for the past six years. She leads back-office support for over 20 entities, providing critical financial services, from analysis and budgeting to strategic planning. With deep knowledge of government contracting principles, Pami skillfully navigates the financial complexities unique to 8(a) businesses and collaborates closely with financial institutions to secure essential credit lines, addressing the distinct challenges small businesses often face.

Jerrod Malinger brings over 22 years in federal contracting, with a focus on Tribal 8(a) business. His leadership has spanned roles from project management to chief executive, fueling startups that reached $10-30M in revenue within five years. Jerrod has built strong relationships with numerous small businesses, helping them leverage government opportunities and navigate compliance challenges.
Greg Carlo
Chief of Staff
Greg Carlo, Chief of Staff, brings 30 years of Enterprise IT experience across large corporations and startups. He has led technology integration for mergers and acquisitions and built off-shore IT teams to support growth with 24-hour service capabilities. Recently shifting to Operations, Greg oversees back-office services that enhance client offerings. His focus remains on process development and efficiency, deploying modern tools and training to drive results.
Trevor Skelly
President, Small Business Advisory SBU
Trevor Skelly is a seasoned legal and procurement professional with extensive experience in federal service and private practice. He served in the Office of General Counsel for the Pension Benefit Guaranty Corporation, advising on appropriations, ethics, procurement, and personnel. Previously, Trevor was a Navy contracting officer, managing high-priority procurements across global assignments, including Afghanistan, Italy, and Bahrain. He also practiced as a tax associate at Goodwin in Boston. Trevor holds degrees from Holy Cross and Boston College Law School and resides in Miami, Florida.
